Diluting 99.8% IPA to 70%

For a target of 70% v/v, use the concentration calculation C1 × V1 = C2 × V2. Measure the starting IPA, then add distilled water to reach the calculated final total volume, rather than assuming the two liquid volumes simply add together.

This is a dilution calculation, not a guarantee of disinfection performance or suitability for medical use. Follow the safety data sheet and application-specific guidance.
